C. 解決社會民生所面臨之挑戰（Societal Challenges）：持續發展、低碳、民生社會所需

必切人類社會永續發展，勢必得仰賴創新的想法與科技以解決在氣候、環境生態、能源與交通運輸等各面向的民生課題，通過小辨模的試點、到全面性的推廣采用，Horizon 2020歡迎以下有關民生議題的研究計劃：

▲健康、人口變遷與生活福祉Health, demographic change and well-being

▲食物安全、永續農業、永續森林、海洋及水資源運用以及生物經濟 Food security, sustainable agriculture and forestry, marine and maritime and inland water research, and the bioeconomy

▲安全、干凈且有效率的能源Secure, clean and efficient energy

▲智能型綠能且具整合的交通運輸Smart, green and integrated transport

▲氣候議題、環境研究、能源效率及原物料開發Climate action, environment, resource efficiency and raw materials

▲全球變化下的歐洲-融合、創新、因應時局的社會Europe in a changing world: inclusive, innovative and reflective societies

▲社會安全-保護歐洲各國的自由與公民安全Secure societies – protecting the freedom and security of Europe and its citizens

圖七是歐洲FP7(2009年)與Horizon 2020(2013年)的計劃的比較，兩者雖然都針對科學研究去探討，但Horizon 2020的研究面向又比FP7來的更多元，以及更國際化。
